Penny joined WHSI in September 1996, as Chief Operating Officer and assumed the position of Chief Executive Officer in August 1998. She received her undergraduate degree in Zoology in 1978 and a Master's Degree in Health Services Administration in 1980 from the University of Michigan (Ann Arbor).

William joined WHSI as the Director of Center Operations in January 2004 and was promoted to Chief Operating Officer in October 2006. A Licensed Clinical Social Worker, he received his MBA from Fayetteville State University and MSW from East Carolina University.

Dr. Sherri’ James-Surgers comes to Wake Health from Texas, and brings more than 14 years of diverse leadership and practical experience as both a medical director and a practicing clinician. She managed physicians and clinicians in several medical sectors including community/public health, rural medicine, occupational health, solo-private and large group practice. Married with three children, Dr. James-Surgers recently completed a Masters Degree in Healthcare Management. "In addition to my kids, the accomplishments I'm most proud of are improving patient outcomes and patient satisfaction, and coaching medical staff."
